कोभिड-१९ को सन्दर्भमा कन्सुलर सेवा सम्बन्धी जरुरी सूचना

कन्सुलर सेवाः
१) हुलाक (Mailing Services) मार्फत दिईने सेवाः निम्न लिखित कन्सुलर सेवाहरु अर्को सूचना जारी नभएसम्मका लागि हुलाकमार्फत प्रदान गरिनेछः भिषा, ट्राभल डकुमेन्ट, प्रमाणीकरण, गैरआवासीय नेपाली परिचयपत्र**, पासपोर्ट (पहिले एम.आर.पी. लिइसकेकालाई मात्र)।
२) आफै उपस्थित भएर मात्र लिनसकिने सेवाहरुः अधिकृत वारेसनामा र Live-Enrollment पासपोर्ट (पहिलो पटक एमआरपी आवेदक/ हालसम्म पनि हस्तलिखित पासपोर्टमात्र हुनेहरु) को लागि पहिलेनै समय निश्चित गरेर निवेदक दूतावासमा अनिवार्य रुपमा आफै उपस्थित हुनुपर्नेछ। साथै, अन्य अति आवश्यक कामको लागि पनि अग्रिमरुपमा समय निश्चित गरेर मात्र दूतावासमा भेटघाटको लागि आउन सकिनेछ।
**ध्यानाकर्षणः
कुनै पनि सेवाको लागि दूतावासमा निवेदन पेश गर्नुअघि दूतावाासको वेबसाईट https://us.nepalembassy.gov.np/ को ‘Consular Services’ मेनुभित्र रहेका सूचना राम्ररी पढी एवं आवश्यक कागजातहरु तयार गरी ‘Submit Your Details Here‘ लिङ्कमा आफ्नो निवेदनको विवरण अनिवार्यरुपमा दर्ता/पेश गर्नुपर्नेछ। यसै लिङ्कमार्फत अग्रिम समय पनि लिन सकिनेछ। त्यसपछि मात्र आवेदन फाराम भर्नुपर्नेछ।
दूतावासमा प्राप्त हुने निवेदन र प्राप्त कागजातहरु पूरा भएमा पासपोर्ट बाहेकका कन्सुलर सेवाहरु प्रदान गर्न र कागजातहरु हुलाकमार्फत फिर्ता पठाउन सामान्यतः ४ देखि ५ कार्यदिन वा COVID-19 को कारण अझ बढि समय लाग्न सक्नेछ। पासपोर्टको हकमा नेपालमा छापिएर आउनुपर्ने हुँदा कम्तिमा २ महिना लाग्नेछ। तथापि, सेवाग्राही रहेको स्थानको दूरी र सेवाग्राहीले प्रयोग गर्ने हुलाक सेवा (Mailing Services) को आधारमा दूतावासबाट जारी हुने कागजात सेवाग्राहीको हात पर्न अझ बढि समय लाग्नसक्नेछ।अतः दूतावासबाट भिषा, पासपोर्ट वा आवश्यक कागजात लिईसकेपछि मात्र आफ्नो हवाई टिकट खरिद गर्नुहोला।
भिषा तथा आगमन-प्रस्थान सम्बन्धी व्यवस्थाः
३) आगमन बिन्दुमा भिषा (Visa on Arrival) पाउनेहरुः नेपालको अध्यागमन विभागको २८ माघ २०७७ (फेब्रुअरि १०, २०२१) को सूचना (https://www.immigration.gov.np/post/updated-notice-regarding-arrival-in-nepal) अनुसार निम्न बमोजिमका यात्रुले त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलमा आगमन भिषा प्राप्त गर्न सक्नेछन्ः
क. कूटनीतिक/औपचारिक पासपोर्ट वाहक तथा UN Laissez-Passer वाहक,
ख. नेपालमा रहेका UN Agencies तथा अन्य अन्तराष्ट्रिय संस्थामा कार्यरत बिदेशी,
ग. नेपाली मुलका विदेशी (पासपोर्टमा जन्मस्थान ‘नेपाल’ उल्लेख भएको) र गैरआवासीय नेपाली परिचयपत्र वाहक।
घ. अन्य विदेशी नागरिकले कूटनीतिक नियोगहरुबाट भिषा लिई आउन सम्भव नभएमा सम्बन्धित सरकारी निकायको सिफारिस वा पूर्व स्वीकृति पेश गरेमा मात्र आगमन बिन्दुमा भिषा प्रदान गरिनेछ।
आगमन भिषाको लागि यात्रा शुरु गर्नुअघि अध्यागमन विभाग, नेपालको वेबसाईट https://nepaliport.immigration.gov.np/on-arrival/IO01 मा गई Online Application फाराम भरी त्यसको Submission Number उल्लेख भएको प्रिन्टेड कपि साथमा लिई गएमा नेपाल प्रवेश बिन्दुमा भिषा लिन समय कम लाग्नेेछ।
४) अन्य विदेशी नागरिकहरुले दूतावासबाट भिषा प्राप्त गर्नुपर्नेः माथि नं (३) मा उल्लेखित विदेशी नागरिक बाहेक अन्य बिदेशी नागरिकहरुले दूतावास वा नेपाली कन्सुलेटबाट भिषा लिनुपर्नेछ। भिषाको फाराम भर्नुअघि वेबसाईटको भिषा सम्बन्धी पेजमा रहेको लिङ्क (‘Submit Your Details Here‘) मा आफ्नो निवेदनको व्यहोरा अनिवार्यरुपमा भर्नुपर्नेछ। भिषा आवेदनको लागि दूतावासको वेबसाईटमा रहेको लिङ्क https://us.nepalembassy.gov.np/tourist-visa/ मार्फत अनलाईन फाराम भरी सोको submission receipt, पासपोर्ट, भिषा शुल्कबापत ‘Embassy of Nepal, Washington, D.C.’ को नाममा तयार पारेको Money Order र पत्राचारको आफ्नो पूरा ठेगाना (complete mailing address) लेखिएको पैसा तिरिसकेको फिर्ति खाम (pre-paid return envelop) हुलाकमार्फत दूतावासमा पठाउनु पर्नेछ। नेपालमा आगमन बिन्दुमा भिषा (visa upon arrival) नपाउनेहरुले सर्वप्रथम दूतावासबाट भिषा लिईसकेपछि मात्र आफ्नो हवाई टिकट खरिद गर्नुहुन दूतावास अनुरोध गर्दछ।
५) कोभिड-19 नेगेटिभ रिपोर्ट आवश्यक पर्नेः नेपाल यात्रा गर्ने सबै यात्रुले यात्रा शुरु गर्नु अघि स्वाब संकलन भएको ७२ घन्टाभित्रको कोभिड-१९ नेगेटिभ रिपोर्ट (RT-PCR/Gene Xpert/True NAAT or equivalent) साथमा राख्नुपर्नेछ। ५ वर्ष भन्दा मुनिका बालबालिकाहरुको हकमा यस्तो रिपोर्ट आवश्यक पर्नेछैन। पिसिआर रिपोर्ट लगायतका विषयमा हवाई सेवा कम्पनी (Airlines) को अन्य थप व्यवस्था (Requirement) हुनसक्ने भएकोले आफ्नो हवाई सेवा कम्पनी (Airlines) वा ट्राभल एजेन्टसँग पुनः बुझेर मात्र विमानस्थल जानुहुन अनुरोध गरिन्छ।
६) आगमन-प्रस्थान तथा ट्रान्जिटः नेपालसँग सीमाना जोडिएका छिमेकी मुलुकका नागरिक बाहेक अन्य देशका नागरिकले स्थलमार्गबाट नेपाल प्रवेश गर्नसक्ने छैनन्। विमानस्थलमा मात्र ट्रान्जिट हुने बाहेक विदेशी नागरिकलाई नेपालबाट तेस्रो मुलुकमा जान प्रस्थान अनुमति दिईनेछैन।
७) क्वारेन्टिनः हवाई मार्गबाट नेपाल प्रवेश गर्ने यात्रुले १० दिन अनिवार्यरुपमा होटेल क्वारेन्टिनमा बस्ने गरी होटेल बुक गरेको प्रमाण पेश गर्नुपर्नेछ। नेपाली यात्रुहरु भने होम क्वारेन्टिनमा पनि बस्न सक्नेछन्। नेपालमा रहँदा नेपाल सरकारले लागू गरेको स्वास्थ्य सम्बन्धी सम्पूर्ण मापदण्ड अनिवार्य रुपमा पालना गर्नुपर्नेछ।
८) CCMC फाराम भर्नुपर्नेः नेपाल यात्रा गर्नु अगाडि सम्पूर्ण यात्रुहरुले https://ccmc.gov.np/arms/person_add.php लिङ्कमा गई “International Traveller Arrival Form” अनिवार्य रुपमा भरी बारकोड सहितको प्रिन्ट वा डिजिटल निस्सा आफ्नो साथमा राखी यात्रा गर्नुपर्नेछ।
९) पर्यटक आवागमन मापदण्ड पालना गर्नुपर्नेः पर्वतारोहण र पदयात्रा जस्ता संगठित पर्यटकीय गतिविधिहरुको लागि यात्रा गर्ने यात्रुहरुले “पर्यटकहरुको आवागमनलाई व्यवस्थित गर्ने सम्बन्धी मापदण्ड, २०७७” (https://www.tourism.gov.np/files/NOTICE%20MANAGER_FILES/FINAL%20MAPDANDA%202077-converted.pdf) को पालना गर्नुपर्नेछ।
**ध्यानाकर्षण:
** कन्सुलर सेवा सम्बन्धी सोधपुछका लागि टेलिफोन भन्दा ईमेल प्रयोग गर्नुहुन अनुरोध गरिन्छ, र यसकालागि दूतावासको ईमेल ठेगाना consular@nepalembassyusa.org मा मात्र सम्पर्क गर्नुहोला।

Updated COVID-19 Related Consular Notice

1) Services by mail: In view of the current situation, the Embassy will continue to provide following consular services by post/mail until further notice: Visa, Travel Document, Attestation, NRN Card, Passport (for those who are already issued MRP).
2) In-person service by appointment only: Service seekers must visit the Embassy by making prior appointment for power of attorney, and passport live-enrollment (compulsory for the first time MRP applicants/those who currently hold handwritten passport). For these services no ‘by-mail’ services are available.
**Reminder:
Before visiting the Embassy for in-person consular services, or before forwarding application by post/mail, service-seekers are advised to first visit the Embassy website https://us.nepalembassy.gov.np/, carefully read and follow the instructions/information contained inside the menu ‘Consular Services’, and enroll/register themselves for all consular services, including passport and visa, in the Embassy website by filling out their application details in the link ‘Submit Your Details Here‘ before filling out relevant application forms.
Once application is received at the Embassy, depending on the completeness of the application, it may take minimum 4 – 5 working days or more days due to COVID-19 situation for an application to be processed and documents posted through mail, except for passport applications. Since passports have to be printed in Nepal, it takes at least two months for the passports to be delivered to the applicants. However, it may take longer to receive the documents by the applicants depending on their location and the postal services they choose. Therefore, the Embassy requests all those who are not eligible for ‘visa-upon-arrival’ in Nepal to first get visa from the Embassy before buying their air tickets.
3) On-arrival visa issued for certain categories of foreign nationals only: As per the notice of the Department of Immigration, Government of Nepal, dated February 10, 2021 (https://www.immigration.gov.np/post/updated-notice-regarding-arrival-in-nepal), following categories of foreign nationals will be eligible for visa on arrival at Tribhuvan International Airport (TIA):
- Foreigners holding diplomatic/official passports or UN Laissez-Passer,
- Foreign employees working in the UN Agencies and other international organizations in Nepal,
- Foreigners of Nepali origin (having place of birth ‘Nepal’ in their passport) or Non-Resident Nepali card holders,
- Other foreigners should have a pre-approval/recommendation letter from relevant government authorities of Nepal for ensuring visa on arrival.
To apply for visa on arrival, travellers are advised to submit online application through the website of Department of Immigration, Nepal (link https://nepaliport.immigration.gov.np/on-arrival/IO01) and keep a printed copy of the online visa application form submission receipt with them, in order to avoid delay and inconvenience while applying visa on arrival.
4) Other categories of foreign nationals should obtain visa from the Embassy: All other foreign nationals, except those mentioned in Section (3) above should obtain a tourist entry visa from the Embassy or Nepali Consulate. The applicants should fill out the online application form through the link https://us.nepalembassy.gov.np/tourist-visa/ in the Embassy’s website. The Embassy requests all those who are not eligible for ‘visa-upon-arrival’ in Nepal to first get visa from the Embassy before buying their air tickets.
5) COVID-19 Negative Report: All travellers must have COVID-19 Negative Report (RT-PCR/Gene Xpert/True NAAT or equivalent) obtained with swab collection within 72 hours prior to their departure from the first port of embarkation. But children below 5 years are exempted from submitting such a report. However, since airlines may have their own PCR report and other requirements, before going to the airport, inquire and make sure that you have fulfilled all requirements.
6) Entry-Exit and Transit: All travellers, except nationals of bordering countries, are not allowed to enter Nepal by land route. Travellers are not allowed to use Nepal as a transit to travel to third countries except transiting at the airport in a single journey.
7) Quarantine: Travellers entering Nepal must produce a proof of hotel booking for the purpose of mandatory 10-day hotel quarantine. However, Nepali travellers may also choose home quarantine. Travellers should follow all relevant health and safety related protocols of the Government of Nepal.
8) CCMC Form: All travellers, before travelling to Nepal, should mandatorily fill up ‘International Traveller Arrival Form’ by visiting the CCMC web link https://ccmc.gov.np/arms/person_add.php and carry with them a print or digital copy of the submission receipt with a barcode.
9) Tourists arrival protocol to be followed: Travellers going for organized tourism activities such as mountaineering and trekking should follow the relevant ‘Standards for streamlining of tourists visits, 2021‘: https://www.tourismdepartment.gov.np/files/IMG_20210329_0001.pdf.
